The mission of the OBRS is to support the vice president
for university budgeting in carrying out the university’s
financial policies. This includes planning, developing,
coordinating, and implementing procedures for the creation,
control, and reporting of the university’s state
budget, which is primarily supported by state appropriations
and tuition revenues. The OBRS serves the various units
of the university by assisting them with budget
related issues and problems. The OBRS monitors budget
activities to assure that state requirements and university
budget policies are adhered to.
Responsibilities
- Preparing the annual budget request to the state of New Jersey
- Calculating tuition revenue that will be available
to complement the state budget
- Allocating projected state budget resources to the spending units via the working budget
- Reviewing and adjusting the working budget throughout the fiscal year
- Performing cost analysis of collective bargaining agreements
- Analyzing the university’s financial issues
- Tracking enrollment trends
- Calculating Full-Time Equivalents (FTEs) for students
- Allocating funds for the university’s special needs and interests
