About the Office of Budget and Resource Studies

The Office of Budget and Resource Studies (OBRS) is responsible for planning, developing, and implementing procedures for the effective management of the university’s unrestricted operating budget, which is primarily supported by state appropriations and tuition revenues. OBRS ensures that all budget activities on the New Brunswick, Newark, and Camden campuses and Rutgers Biomedical and Health Sciences adhere to state requirements and university policies. The office also provides budgetary guidance and assistance to schools and departments. Effective July 1, 2013, the New Jersey Medical and Health Sciences Restructuring Act integrated Rutgers University with most of the schools and units of the University of Medicine and Dentistry of New Jersey, significantly increasing the budget of the merged university.

  • Prepares the annual budget request to the State of New Jersey and submits it to New Jersey’s Office of Management and Budget.
  • Works with the Office of Budget Management to develop the annual university budget for approval by the Board of Governors.
  • Develops an annual unrestricted operating budget model that balances the university’s revenues with the resources needed to operate and then allocates these resources to the academic and nonacademic units during the annual working budget process utilizing the Hyperion Budget Planning System.
  • Develops the tuition and fee rate increase proposals for approval by the Board of Governors.
  • Calculates and distributes tuition and fee revenues to the schools and nonacademic units.    
  • Is developing a new Responsibility Center Management (RCM) budget model, which includes determining indirect cost pools and developing methodologies to allocate these costs to the revenue-generating responsibility centers.
  • Develops ad-hoc analyses needed by the university’s senior administration, Board of Governors, cabinet officers, and state officials on new initiatives.
  • Allocates funds for the university’s special needs and interests.
